like stock prices and unfortunately we don't have control over either the
diamond or the stock market...
Therefore, all diamond prices are subject to change without notice.
In the event of changes in the market, the diamond prices listed in our
Private Reserve will be immediately Null & Void as of the effective
time of the market change regardless of whether we have been able to
update the listing. All diamonds not paid for in-full prior to a
market change will be subject to the new market price. Once again
for the record... All diamonds not paid for in-full prior to a market
change will be subject to the new market price. If you did not lock
in the price of the diamond you are considering by paying for it in-full
prior to the market change, then you will have to pay the new price for
the diamond if the market changes, i.e. if AOL was at $35.00 per share on
Thursday and the price goes to $55.00 a share on Friday, then you can't
buy it at $35.00 per share anymore regardless of how many times you told
your broker that you were planning to buy the stock... If you didn't
actually buy the stock, you didn't buy the stock and you can't have it at
$35.00 a share anymore... By the way, if you didn't catch the hint, the
market changes "usually" occur Thursday at midnight but occasionally they
do change during the week... So contemplating the lint in your
navel over the weekend is probably fine, but doing it on Thursday might
cost you some extra bucks. In case you're wondering, we've "never" seen a
substantial decrease in the price of diamonds, so don't hold your breath... After all, DeBeers controls more
than 60% of
the market and we've been
waiting more than twenty years for that phenomena to occur and from what
we've seen the other diamond distribution pipelines follow the lead
of DeBeers so we don't expect to see it any time soon.
Prices listed in the Private Reserve are in U.S. Dollars
and do not include mounting, shipping, or insurance. Our
brokers fee is included in the price listed. Additional charges may include
mounting, shipping, diamond grading tools, etc.

Payment by Wire
Transfer:
Most of our customers have never initiated a wire
transfer before and tend to be a bit nervous about doing so... First
know that the process for completing a wire transfer is extremely simple
and second know that many people have blazed the trail before you and you
can review their comments on
The
Public Eye and even contact a few of them... If we didn't
deliver what we promise, everybody on the internet would know about it via
the Better Business Bureau,
The Public Eye or
The Jewelers Vigilance
Committee in New York City.
If you are paying for your purchase by wire transfer,
the procedure is simple... We will email or fax you a page of
instructions which you simply walk into your bank, hand to a teller, and
say "I need you to do this"... They'll take care of it
from there... Your bank will provide you with a receipt and
confirmation number for the transaction... Notify us that the wire
transfer has been initiated and we'll start looking for it... If you
initiate your wire transfer in the morning, we will usually have it in the
afternoon in time to ship your diamond to you for delivery the next
morning... Note that the banks are unable to initiate a wire
transfer on Friday afternoon because the Federal Reserve closes down for
the weekend [hey the banks have to have some excuse to float on your money
a little longer]... So wire transfers initiated on Friday will
usually show up in our account on Monday at which time we'll ship for
Tuesday...
If you happen to be a customer of Wells Fargo Bank, please note that you
may NOT direct deposit to our account regardless of what the clerk
at the counter tries to convince you of... Any deposits other than
wire transfer or "cold hard cash" will result in a thirty day
hold while we wait for the funds to clear... We do NOT accept
personal checks, cashiers checks, or money orders regardless of what the
brilliant idiots at Wells Fargo tell you, it is not their company and they
do not have the authority to decide how we accept payment for the diamonds
that we ship! No exceptions! There is a procedure for sending
internal wire transfers within Wells Fargo, if the teller does not know
the procedure have them contact our branch using the contact information
contained on the form... If you get stuck, you can always call us
toll free from the bank at 1-888-642-3423 and we will help them do their
job... Heck, we can even initiate a conference call between them and
the Vice President of Wells Fargo Bank here in Oregon ;-)

Requirements
for Credit Card Purchases:
In an attempt
to do what we can to stem the flow of credit card fraud, we only accept
payment via credit card from residents of the United States and Canada
where we may benefit from the cooperation of the various law enforcement
agencies working to reduce the perpetration of credit card fraud and
identity theft. We hope that you understand that our policy for
accepting payment via credit card was created in an effort to protect "the
innocent majority" from the bad guys who don't want to work for a living
and contribute to the well being of society like the rest of us.
In the event that we elect to accept full or partial payment via credit
card there is a simple procedure that we must follow to prevent
fraudulent charges and identity theft. The "process" is actually
quite simple... [1] we email or fax you a "Credit Card
Authorization Form" complete with a detailed description of the item you
are purchasing and how much you are authorizing us to charge on your
credit card this one time [2] you enter your credit card information on
to the form and take it to a licensed Notary Public who will witness
your signature on the document and then you [3] fax the completed form
to us at 503.296.2221 for
immediate processing and we [4] verify your address, telephone number and account status
with the bank that issued the credit card and [5] authorize the transaction
so that we may
[6] ship your purchase to a "staffed" Fed Ex station close to you where [7] you sign for the package personally and [8] enjoy your new
puppy... The entire "process" can take as little as
fifteen minutes... It's up to you... You may be able to find a
Notary Public at your workplace, at your bank, or at the local Mail Boxes
Etc. or UPS Store. You can fax the form from the Notary Public's
office and we can process your order the moment we receive your fax.
If you are not able to complete the credit card authorization form and/or
reside outside of the United States, but still want to use your credit
card to pay for your purchase, we suggest obtaining a cash advance from
your credit card company and sending us a wire transfer as payment.
Obtaining a cash advance is as simple as walking into your bank and sliding your card through their terminal and
depositing the funds to your checking account which you can then wire us
the money out of... Most credit card companies only charge a 1%
"cash advance fee" for this service which is much less than the
3.5% merchant fee that is built into our selling price so you are actually
saving money! The reality is that if you have the credit available
on your credit card, then you have the money available to take a cash
advance... If you bank with Wells Fargo, whatever you do, don't let
the bank talk you into depositing a credit card check into our account
because it will not only cost you 3.5% in merchant fees, but we will wait
more than a year to ship the diamond to you. Seriously.
All of the steps for paying by credit card are outlined
below:
1. We will require a legible copy and/or scan of your valid drivers
license, a scan sent via email is preferable because if we can't see the
picture and read the information on your driver's license we won't process
the transaction. Send this to us with the Credit Card Authorization Form.
2. We require a signed and notarized credit card authorization form which
we will provide.
3. We require the full name, telephone number, and address of the Notary
Public witnessing your signature of the document. This information
will be verified with the State Agency licensing them to do so for verification
purposes.
3. We will not ship the product until we receive a faxed copy of the
credit card authorization form complete with your signature. If the
form is incomplete or inaccurate you will need to complete a new form,
have the form notarized again and fax it to us, we will not amend your
form after it has been received as it is considered to be a signed legal
contract.
4. We will only ship to a "staffed" Fed Ex location.
We will not ship merchandise to your billing address, work address, parents address, fiancés
address, P.O. Box, or any other address that is not a "staffed" Fed Ex
location. We will not ship to a Copy Center or any other business
which happens to offer Fed Ex Services. We will only ship to a
"staffed" Fed Ex Station. For those of you who think this is
ridiculous, you can thank the 14 year old, drug running punk gang members
who have made it a practice of ordering expensive items off of the
internet using credit cards which have been re-issued off of an identity
theft to a new address which just happens to be a drug house... The
"scam" works by having the "recipient" play basketball or something a
block or two up the street from the delivery address along the route taken
by the delivery truck and then they waive down the driver and say "I'm
so-and-so from [the address] do you have a delivery for me?" which results
in the package being signed and delivered to an address other than the
billing address on file with the credit card company... Had the
driver pulled up to the address on the box, it is likely the package would
not be delivered because it would be recognized as a vacant house or
active drug house... Don't believe us? Call Fed Ex Security or
the detective division of your local police department and ask them if
they're aware of the scam... We are, we've been burned by it
[once] as have most of the other internet diamond dealers.
6. Whoever pays for the diamond will be the person who's name appears on
our sales receipt and must be the person who the package will be addressed
to and must be the person who picks up the diamond at the Fed Ex Station.
A valid Drivers License, State Identification Card or Passport with a
legible photo will be required for delivery. No other person will
be allowed to accept receipt of merchandise paid for by credit card.
Our packages are labeled in such a way that make it impossible for Fed Ex
to deliver the package to any person other than the named recipient.
Our packages can not be rerouted to another delivery address once they
have been entered into the Fed Ex system, they can only be returned to our
office. Be aware that we work closely with Fed Ex Security to
monitor the delivery of our packages and we report suspicious activity to
Local Law Enforcement and the F.B.I. to the extent that we actually have a
specific F.B.I. Agent assigned to us... All of this means that we
might ship a package out to somebody who we suspect to be perpetrating a
credit card fraud, but it might be a law enforcement agent who accepts
your signature of the package and arrests you when you accept delivery.
If you're looking for an easy target, we suggest you find another vendor
because we're not it... We've Bagged & Tagged four credit card fraud
perpetrators at the time of delivery since being tagged by one and we're
looking to add a few more notches to the butt of our rifle if you know
what we mean... Thus far, California, Texas, North Dakota and
Florida seem to be our favorite places to hunt

7. We will not accept credit card payment under any circumstance for
diamonds shipped outside of the United States and Canada... We
apologize, but the list of banned "credit card" countries does include the
U.K., Belgium, France, Switzerland, Hong Kong, Japan, Australia and
anywhere else which isn't the United States or Canada. If you're
not a resident of the United States or Canada we require payment via wire
transfer. Oh and please stop asking us to send diamonds to Nigeria
and Indonesia, you're only embarrassing yourselves "everybody" is aware of
The Nigerian Scam. In fact, the scam has become so recognized that we
couldn't ship to you if we wanted to because our insurance company won't
even insure packages destined for Nigeria or Indonesia anymore so you can
stop asking us about paying with a check as well...
8. In case you haven't figured it out by now, we're not all that
fond of credit card transactions... We're not looking to accept
payment by credit card and have all but eliminated it as a form of
accepted payment. The fraud rate is so high for on-line transactions
that the most popular topic of discussion amongst the internet diamond
dealers when we get together to chat at the trade shows is whether we're
going to continue to accept credit cards for another year... Which
brings us to another point, if you don't think that we share suspected
credit card users with each other, you're so, so wrong... Two of us
popped one credit card perp. at the same time in one Fed Ex office where
he was apprehended by a Fed Ex security team when he accepted receipt
for the package which at that moment became stolen goods obtained via
identity theft, that's
what we call a "double tap"! Once again, these measures were created
to protect the identity and credit ratings of our honest clients from the
few people who would rather prey upon your credit rating than work to
maintain their own. We hope you understand...

and since Oregon is a state that does not impose sales tax it is our civic
duty not to collect sales tax from you... Please do not ask us to ignore
the law... We simply won't do it... No exceptions... No matter what you
say to try and convince us, we simply will not bend the rules for you...
We know that this is difficult, but try to get used to the concept that
you will not be paying sales tax... Look... If you really feel the need to
pay sales tax, you can walk into your local tax assessors office with your
sales receipt and confess that you purchased your diamond from Oregon and
beg for a good lashing... Who knows, the little guy behind the desk just
might be that kinky.
Once again, all prices are subject to change without notice due to
fluctuations in the world diamond market or as commanded by our
suppliers. In the event of a change in the world diamond market, the
diamond will be sold at the new market price regardless of what it is - or
was - listed for in our Private Reserve unless the diamond was paid for
in-full in advance of the change in the market.. No exceptions will
be made because changes in the world diamond market are beyond our
control. While every effort is made to prevent typographical
errors, we are not responsible for errors and/or omissions.
